Terry Franks

Executive Director 

Terry is a seasoned Texas Capitol veteran with more than three decades of high-level experience in state government. While attending the University of Texas at Austin, he began his career working for legendary Lieutenant Governor Bob Bullock. That early experience launched a distinguished career serving in senior leadership roles for a series of prominent elected officials, including then-Senator Dan Patrick (currently Lieutenant Governor), Senator Charles Schwertner, House Speaker Tom Craddick, Representative Jason Isaac, Senator Drew Springer, and Representative Carrie Isaac.

Throughout his decades in and around the Capitol, Franks has directed complex legislative operations and negotiations, shaped and advanced policy initiatives, and navigated intricate relationships among state agencies, industry stakeholders, and constituents. In the process, he has cultivated enduring bipartisan relationships grounded in deep institutional knowledge and trust across both sides of the political aisle. Among his proudest successes are preserving private property rights, wins in preserving local water rights, and always putting God first, including legislation to add “In God We Trust” above the dais in both the Senate and House chambers.

As Executive Director, Terry will provide strategic leadership for the Association’s administration, advocacy, member growth, and long-term vision. He will also strengthen relationships with key stakeholders, including state and federal policymakers and regulators, staff, association members, and the TDA Board of Directors.

In his personal time, Terry is a farmer, hunter, and avid outdoorsman — values that closely align with the mission of the Texas Deer Association. He and his wife, Kitten, are the proud parents of two daughters, Jordyn a recent West Texas A&M Graduate who will Vet School at A&M this fall, Langley, who will be entering her senior year of high school top of her class and son, Takoda, who will begin 7th grade and continue his path to his dream of playing in the MLB, all of whom share his passion for the great outdoors

Ceci Wallace

Director of Operations

Ceci was born & raised in South Texas (Pearsall & San Antonio), in a family of deer hunters & saltwater fishermen. She is a graduate of The University of Texas at Austin with a bachelor’s degree in Accounting and her prior work experience includes KPMG (public accounting firm) in Houston and the Texas Legislature (4 Legislative Sessions). She is retired as a CPA.

In 2013, Ceci came to the TDA as the Director of Governmental Relations for one Legislative Session before assuming her current role. She understands the importance of preserving our hunting heritage and private property rights. In her free time, she’s “Nina” to her 7 grandchildren, obsessing over Longhorn sports, traveling, fishing, hiking and enjoying many other outdoor activities.

Ceci manages the daily operations of the TDA, as well as the administration of all the auctions.

Paris Procter

Director of Marketing & Advertising 

Paris was born & raised in Lampasas, where she grew up with a love of the Texas Hill Country. She is a graduate of The University of Texas at Austin with a degree in International Relations & Global Studies with a minor in Government.

During her undergrad years, Paris worked for two Texas Legislative Sessions, where she gained firsthand experience of how the legislative process works. Prior to coming to the TDA, Paris worked in marketing & social media with Urbanspace Real Estate & Interiors in Austin. In her free time, you can find Paris on the lake wake-surfing or spending time with family & friends outdoors.
